So you're currently trying to update from 2.3.8 to 2.5, right?
This not supported IIRC. But you should be able to update to 2.4, run db:migrate, update to 2.5, run db:migrate, ..... till 2.7 :)

Do you have a more detailed error message? Only with this line it is really hard to debug ...
