Those branding packages are missing from all the 4.12 repros on OpenSuse, Annoying, but justtell them not to install any of those. What are you talking about? They are not missing, they _are_ in KDE:Release:412 even for 12.3.

will this fix be released in some future openSuSE update ? Or should someone at kde.org copy your fix?
As I said, I will try to push this fix into KDE upstream. When this is fixed upstream, a future openSUSE update for kdebase4-workspace (4.11.7 maybe?) will include it automatically. kdebase4-workspace 4.11.6 was submitted, but I am not aware that it was released, but otherwise this bugreport could help
kdebase4-workspace 4.11.6 has been released as update for 13.1 on Monday. @kde-maintainers: How to proceed now? I think the best idea would be to release kdebase4-workspace-4.11.9 as online update for 13.1. Are you going to do that, or should I file a maintenance request myself?
I guess one of use will do it; few days post release, to see first how it behaves ;-) (not wrt this fix, but in general). Greetings, I would like to ask about the status of this update. A friend of mine, who is a non-technical user, is in a rather urgent need of it. She has exams coming up, where she has to bring her laptop, and during that time she cannot risk this problem showing up. package has been submitted to maintenance, now it depends on our maintenance team when it will appear in update repo...
I had a look in 13.1-test, and I see the update there since the 5th of May.
From your experience, how much time tend to pass from an update going into -test and it going into the main updates?
