Could be a bug in X, the VNC layers or the client. When trying to click on the radiobutton the page is not ready and the radiobutton is not selected. After working on this I found out it is a bug on vncviewer side.
I could reproduce it on older than 1.11.0 versions of vncviewer and only when connecting to Xvnc sessions of version 1.12.0.
It happens due to bad handling on TLS stream buffers. A fix was already upstream so I have submitted the fix for SLE/Leap: https://build.suse.de/request/show/274544 https://build.suse.de/request/show/274545
This bug has appeared on an old Tumbleweed that has an old vncviewer, but currently Tumbleweed has vncviewer version 1.12 so it has the fix already.
