On an existing system, `rpm -q --whatprovides 'perl(HTTP::Headers)'` reveals that this resolvable is provided by perl-libwww-perl itself. I removed perl-libwww-perl package from my system, than run rpmbuild. It complained about missing perl-HTML-Parser, so I built it with rpmbuild and installed it. It looks like, Perl-HTML-Parser doesn't need BuildRequires: perl(HTTP::Headers), so I dropped that requirement. Changes are pending to openSUSE:Factory. It should be possible to build them correctly, now.
