gpk-update-viewer does not do DISTRO upgrades - it only supports patching a system. The program offers to do this.
If you run Tumbleweed, the correct way to stay up-to-date is by using "zypper dup" (each snapshot is to be treated as a new distro version) Then this is a usability problem. Either gpk-update-viewer should not be installed/active in Tumbleweed or it should decline doing a system upgrade if it is uncapable to do so.
