There is a "Manage Printing" program in the start menu, which opens a web interface to cups where you can do everything needed, and that is fine for me. I am not sure if it was kde4-printer-applet that installed this. I do however think this is more for a print server than for a PC normal users are using. An icon appearing in the task bar when there is outstanding print jobs as implemented in kde3 would be an advantage for most users.
