[Bug 731943] spandsp 0.0.6pre18 contains GPL licensed code and a proprietary license in test files

spandsp-0.0.6/src/make_modem_filter.c
There are also numerous GPL licensed files in the test directory. So, the library itself is all LGPL2.1, and most of the support material, like test code, which is not installed at the end of the day, is GPL2.0. Is there some problem with that?
Another issue of considerable concern is the license of the file: spandsp-0.0.6/tests/dtmf_rx_tests.c These transcriptions may be freely used by anyone who has a legitimate copy of the original tapes. However, if you don't have a legitimate copy of those tapes, you also have no right to use this data. The original tapes are the copyright material of BellCore, and they charge over US$200 for a set. I doubt they sell enough copies to consider this much of a business. However, it is their data, and it is their right to do as they wish with it. Currently I see no indication they wish to give it away for free.
This restricts _usage_ of the data to users with original copies of certain tapes. Though the reference seem archaic and dated, the license still applies and hence the restriction still applies. Accordingly, please remove that file from the package. It would be better to contact upstream about this and have them remove the file from the tarball (or explain why they believe that it is unproblematic to distribute the file). --snip--
is it possible to resign this "spandsp-0.0.6/tests/dtmf_rx_tests.c" file ?
What do you think to do ? The audio files which are copyright by someone else are not supplied in the spandsp package. Therefore the above statement on restrictions is a misconception. dtmf_rx_tests.c itself is GPL2.0, just like all the other test code.
That note in dtmf_rx_tests.c is obsolete, but its harmless. At one time Telcordia stopped selling the tapes, and they used to give people with legitimate tapes permission to use my files, if they were asked nicely. The last time I checked, Telcordia had resumed selling the data but as digitised files of their own, at some crazy high price. They stopped telling people they could use my files.
