At least the bluetooth.service should include this command. It might also be enabled in Grub, because it is not unlikely that such a system uses a Bluetooth attached keyboard/mouse. To use Bluetooth on a Raspberry Pi 3/4 one needs to start with "hciattach /dev/ttyAMA1 bcm43xx 921600" to make the Bluetooth device visible in the system. At least the bluetooth.service should include this command.
