On x86_64, libldap-2.4 was built before gpg2 failed to build, so x86_64 had a version of gpg2 which is linked against libldap-2.4, so packages which require gpg2 were not prevented from rebuild on x86_64. But it appears that I found the root of the issue, and I expect that we have gpg2 building fine on ppc about tomorrow evening if all goes well: I found that the node was not initialized properly in another function in libksba.
