I've used Apper before on this install without running into this issue. I ran tail -f on /var/log/YaST2/y2log and got nothing. Is there a log for Apper I can look at to debug this? Is polkit-kde-authentication-agent-1 running before you try to install them? Is it running afterwards?
What is the output of
rpm -q --changelog polkit-kde-agent-1 |head ?

I can confirm the bug with a fresh installation of opensuse-12.1 (*), without any online updates applied yet.

It's like a good old friend. Sometime it's gone, than there's an Update and it's back and when the next update appears it's maybe gone and so on. Seems to me the Polkit Programmes have really fun. The steps described in the OpenSuse Forum http://forums.opensuse.org/deutsch-german/hilfe-und-helfen/installation-admi... solved my problem. It was a configuration problem in /etc/pam.d during the migration of 12.2 to 12.3. - Removing the symlinks in /etc/pam.d, - calling "/usr/sbin/pam-config -c", - calling "/usr/sbin/pam-config -a --systemd" and - rebooting solved my problem. I believe this was it bug 812462 for me as well, including the fact that the symlinks in /etc/pam.d were overwritten as regular files, therefore /usr/sbin/pam-config could not fix them. This happened during an upgrade of OpenSUSE 12.2 to 12.3, on an x86_64 system.
