It will be useful when the mouse hover is randomly. We couldn't test the "without-click-disappear-behavior" with our users but we suspected very much that users might move the mouse (also outside the menu) without thinking about it (e.g. when they are reading the menu items) and would be very confused when the menu closes. Though this is kind of inconsistent, I would regard it as a feature of error tolerance (if moving the mouse away from the menu is the so called "error") that helps the user to accomplish his task (e.g. reading the menu items without being disturbed).
