It is a bug for several reasons -- user is not an admin, so it is not his/her business to see what was installed, second: on small screen it takes space. Always. Even after 3 months of last install. Wrong, it's done to notify the user about new installs. An admin has other possibilities to query that. :-)

I know that, but you are overriding admin policy. Distro -> admin -> user. The closer you are to user, the more appropriate decision you make.
