I reverted the license change. However, I did not change it manually: It gets changed automatically until I use the --noservice option when committing. Furthermore, Raymond fixed this problem in network:chromium directly. Thus, I think we do not need to update libicu49 anymore and, thus, avoid the risk of breaking other stuff depending on libicu49.
