From OBS' POV, it's a standard project. However, one could display your link if it contains a package 'patchinfo' with a file '_patchinfo'. JFYI: The above example project currently contains the file '_patchinfo:'. Currently, you can't choose the submit target, the API decides that. For now, this should always be 'openSUSE:Maintenance', but I have to discuss this with Adrian.
