After much trial and error, i found it it was missing a Requires on either kdelibs4 or policykit-kde (probably both). Once those were installed and kupdateapplet restarted (I must have killed and restarted kupdateapplet a dozen times before this point) it worked great. Please add the appropriate Requires to kupdateapplet.
