Examples include output from terminal, web browsers, and E-mail clients. Using the standard scroll bars does not provide sufficient precision. This appears to be the same complaint as in bse#903730; however, that one was filed in 2014, and noting seems to have been done with it. Using your method, I was able to turn the appropriate buttons on in terminal, but the Mozilla applications Firefox and Thunderbird did not adhere to the change.
