Fedora uses home/<user>/rpmbuild since a couple of years. There's also a /.build.packages convenience link to the correct _topdir if you build with the 'build' script. We simply didn't expect people use a hardcoded /usr/src/packages path in their packages. And I also agree that there's no good documentation for 'rpm'.
