I mean I solved this issue,above scripts runs ok, can you push to opensuse code resposity for user update system?
First, don't flag as "patch" file which are tarball in bugzilla, it breaks downloading them. Jim,please don't integrate those service files, they don't fix the issue, they just workaround the initscript missing $network as a dependency. if you don't have $remote_fs target enabled (and it won't be if neither nfs nor cifs are enabled, check /etc/insserv.conf), waiting for $network_fs will be stricly equivalent to waiting for $local_fs, so systemd won't wait for network to be started, before starting xend.

If you really want xend to be started after $network, you must add $network to xend initscript dependencies.
I've added the dependency to xend initscript, as it should be there anyhow. Jun, does that work for you?
