Is it dbus-daemon or dbus-broker?
Starting D-Bus System Message Bus is much later than wicked trying to reach it
wickedd.service has After=dbus.service. Either there is a dependency loop or something is wrong with dependency on Alias. Adding random After may paper over it, but it should not be necessary as mentioned in comment #9.
