I see that obs creates vms to do the builds which is how it can do it for other distros but what is obs running as the host OS?

Is it TW or Leap or SLE? I'm thinking it is not TW because that seems like it would have a big impact on the build process because of the frequent updates.

I think mostly SLE, but sometimes with latest kernels. See e.g. bug 1123328 or bug 1079747.
