First this will be for 11.1 So either openSUSE:11.1:Evergreen{,:Test} or openSUSE:Evergreen (where I can add 11.1 and 11.1:Test and later others) should be fine. We will have this with OBS 2.3, planned for early next year. Right now, I would propose that you build just a standard repo. user would need to add it manually anyway and they should get informed anyway that the kind of support is changing now. So I think it is not really a problem for now. Missing the update features and the online update possibility in YaST is a problem but nothing which can be solved in this area. So yes, it's not a problem ;-)
I would prefer
openSUSE:Evergreen:11.1
though, because I like to remove openSUSE:11.1* after it got moved to DISCONTINUED:openSUSE:11.1*
