Start top with your locale and have it write the configuration file. 2. Try to start top with a different locale. No response ... beside this the problem is fixed upstream
Oh please, have a bit of patience. The 1-click-install link went to something that didn't work, but pasting the factory repo URL from the browser into the installer did: yes, now top produces a .toprc using "." even when the locale is de_DE and it also expects such a file (so coming from a locale using "," you need to edit .toprc or create a new one).
