No, it is not needed for an installation at all. Only for getting an update source which is the result of the registration process. (In reply to comment #6 from Lukas Ocilka)
In my opinion, packager should not need registration at all... (and already reported). Inst-sys probably doesn't contain yast2-registration.
I agree, and for Code11 it even can live without an import of the registration, as zypp will get a function to setup the update source for the current product.
