For example, adding new partitions at the end of the disk worked just fine. Now, if ANY partition is mounted (or otherwise "in use", like as a part of a RAID array), partprobe simply fails with this message:
Warning: WARNING: the kernel failed to re-read the partition table on /dev/sda (Device or resource busy). As a result, it may not reflect all of your changes until after reboot.
The kernel partitioning table (/proc/partitions) doesn't reflect any changes.
