So it just uses redirect_success if there's no license to accept. Same situation with empty license list - there is nothing displayed at all. What behaviour would you expect as a user? 1) Eula module can display a page like "/eulas" which just says that all licenses were accepted. 2) Eula module can go through all licenses whether they were accepted or not. In case there are no licenses, a page with: "There are no licenses to accept"+Back+Next can be displayed. There simply must be something to display.
