Before 12.2 (that is 11.4 and 12.1) the valid location is /etc/sysconfig/clock with its variable HWCLOCK. The mkinitrd of 11.4 and 12.1 will handle /etc/sysconfig/clock whereas the mkinitrd of 12.2 and on will use /etc/adjtime. On 12.2 the /etc/adjtime will be always created if it does not exists in case of an update the %post scriptlet of package aaa_base will create the /etc/adjtime with the help of /etc/sysconfig/clock and then remove HWCLOCK from /etc/sysconfig/clock.
