From the log it looks fine (just the 4 minutes it takes to suspend and resume are a bit long) and i cannot see any indication why it should not power down on suspend.
One thing you could try is: echo "shutdown method = shutdown" >> /etc/suspend.conf and try if it does power off after suspend to disk, then. It takes a long time to boot because bug #346478. Btw I booted with 'clock=pit' parameter to make the boot faster, but resuming from disk the system doesn't boot with that parameter (it was why it took so long to resume). Is that a bug too?

What kind of hw is that?
Laptop Acer Aspire 1691WLMi (BIOS up-to-date)
Can you just add printks/udelays into kernel-vanilla to see where it reboots? It may make sense to try latest, first...

comment #4: different parameters between suspend and resume would be a separate bug, one for stefan.
Just for reference: If you hand-added options during boot, those won't be taken for resume.
