There are several reasons: - running on battery; - not the appropriate time to get their system under heavy resource usage; - or simply because they want to download everything first and install afterwards. The feature is tracked in fate #302159. As to your comment, the switch in 'up' is just a fake to prevent zypper to complain about an unknown option; it has no real effect. Is that what you need?
