[Bug 992144] A recent update (to aaa_base) broke "csh"

When I login (using "csh" as user shell), I now see a screen with:
setenv: Variable name must contain alphanumeric characters.
My normal ".login" and ".cshrc" have not been run.
I will attach a suggested patch which points directly to the problem.
