I have no idea why systemd thinks this. Was there a transactional-update.service running triggered by the timer when you tried this? Do you have two transactional-update.service files in two different locations? I'm not able to reproduce this. Best is: make a minimal installation in a VM without any changes, try it there. If this works, start making your changes to mailx call. If this still works, you have to compare it with your system, what is configured different there.
