The issue is that some one-wheel mice trigger horizontal scroll events when moving the wheel fast. Tom, could you replace 'ZAxisMapping = 4 5' with 'ZAxisMapping = 4 5 6 7' in your /etc/X11/xorg.conf, restart Xorg/Xsession and let me know, if this enables the second wheel for you?
