One problem is it depends on procps (it uses ps in line 109.) I got around this by procps in build-depends: line. I think that you are the first one who is trying to run loconvert in BS :-)
In each case, you need libreoffice-writer. I see that you have already added it in the last build.
Hmm. could you please try to remove build parallelism? loconvert can't be started in parallel. It might cause the problems :-(

Alternatively, LO-3.3 includes built-in command line converter. It should work much better. You might try:
libreoffice --headless --convert-to html your.doc libreoffice --headless --convert-to pdf your.doc
I may try that as well.
Note1: I tried this with LO-3.4. I am not sure but L0-3.3 most likely used just one dash in the option names, e.g. -headless, -convert-to.
Note2: When time permits, I would like to modify loconvert to use the new switches and get rid of the python crap.
BTW: How often you modify the document? It might be easier to remove the huge best from build dependencies and produce the .html and .pdf offline.
