After a filesystem crash i had hundreds of them... Steps to reproduce create a folder "#123" on your Desktop and create a file named "bug-152051_openSUSE-logo.svgz" in there. On mouse over konqueror will respond: "/home/fm/Desktop/ ist ein Ordner, es wurde aber eine Datei erwartet." The folder my be created everywhere and the "#" can be placed at any position in the folder name. It seems just to happen with svg files. A simple a.svg is enough.
