The desktops that do integrate the functionality without desktop-specific way to disable it force every other desktop implementing it as part of desktop. However, if the functionality is simply patched out in every desktop that has it and the standalone program is started outside of the desktop session handling it just works for everyone. There is nothing gnome-specific or any other desktop-specific. This is pure xdg spec with desktop-neutral configuration files which are shared by all desktops implementing the spec.
