They very often can be installed alone, without main or another package, which this copying information contains. In this example, license can be found in libcdio-utils package. Christopher, I suggest that if you have a problem with the shared library policy,that you open a FATE request to have the license shipped with each and every one of them. Otherwise you will have to open a bug for every shared library we have.

Comments to a bug do not make a policy. Any package derived from a GPL source MUST carry the GPL with it. It is not my whim, it is a requirement of the copyright holder, and the copyright holder can sue openSUSE any time for failing to comply. Any statement in a policy that prohibits the distributor from respecting the copyright owner’s rights is void because no internal policy can override law (unless we are some sort of a mafia, that is). So, that way or the other, such a policy would make no sense.
