So, I believe this should be defined and driven by some Kernel PjM / PO. Reassigning to Kernel for that reason.
And now I'm back to my comment #8. This is exactly why I reassigned that to Kernel and asked for having some PjM to drive it. We don't know the supported use-cases and we can't really decide which solution to choose to fulfill them.
