No, I don't think it's necessary to be 100% safe. I would suggest changing the wording to "check the installation repositority for EULA.txt" and leave it explicitly unclear if it's the CD or the internet. As a matter of fact I'm not even sure why the text is there at all - is printing out EULAs a human right? :)
