I agree that this bug by itself does not warrant updating libcurl-devel. However, this does not mean that the problem has been RESOLVED or FIXED. Based on your comment number 3, a status of LATER and a resolution of OPEN is appropriate. Just because you've figured out what you're going to do doesn't mean you've done it. Based on the following changelog excerpt below this isn't the first time libcurl.m4 has been left out * Sat Jul 01 2006 - cthiel@suse.de - update to version 7.15.4, changes & fixes for this version: ... * libcurl.m4 when default=yes but no libcurl was found ...
