Which display manager are you using? That is xdm or kdm or gdm or any other? The xdm uses the program sessreg(1) in the script /etc/X11/xdm/Xstartup to write the login record for the session on :0 into utmp/wtmp and in the script /etc/X11/xdm/Xreset to delete the session. And this works perfect. This looks more like there is a third party which is writing to /var/run/utmp ... please make sure that kdm does not use its own builtin sessreg (UseSessReg=false within /usr/share/kde4/config/kdm/kdmrc) then I'd like to know if you have modified something within the kdm configuration by e.g. using the genkdmconf utility.
