TW kernel packages have to be built separately for Leap because kernel contains userspace binaries that require the new libc.
For Nvidia or such that needs a build of modules afterwards, yes, but currently kernel-default.rpm itself could be used on Leap until now.
Correction, kernel-default.rpm would still work for now. I guess it'll start breaking once if the install path changes from /lib/modules to /usr/lib/modules (if any).
