No, its not. Latest zypp/zypper still complain, e.g.

I would also expect another option here: Solution 3: Do NOT delete tulip-3.0.0B6-7.x86_64 Well, cancel would have a similar result - but it cancels the whole transaction instead of just changing a single package to "keep / do not delete".
