It appeared to be searching for the system to upgrade, when there was a message that I should report a bug on the failure. I'll attach Yast logs shortly. The computer where I was attempting this has: 2 hard drives. An encrypted LVM and an encrypted data partition on each drive. Currently 8 linux systems installed in total. The old installer seemed to be able to handle this, though I never tried an upgrade install. The new installer seems to have problems. On your system sdc2 has id=0x17 (something for OS/2).
"sdc" is the USB device, to which I had written the DVD installer iso. So "/dev/sdc1" is the EFI partition, and "/dev/sdc2" is the installer itself. Yes, it does have an ID of 17. But I cannot use it to upgrade with a USB. So it looks to me as if this problem is solved.
