But test what happens if you put your Notebook/PC into standby/s2ram or hibernate/s2disk. Afterwards the value will probably be 128, because s2ram and s2disk will reset the value but boot.local doesn't become active when waking from s2ram/s2disk. For handling s2ram/s2disk use the file /usr/lib/systemd/system-sleep/99hdparm as described by me. Nevertheless, this bug-report is now more about find a general strategy to fix this issue for all openSUSE users.
