This is because there is no GLX available and X.org complains about: (EE) AIGLX error: dlopen of /usr/lib64/dri/i965_dri.so failed (/usr/lib64/dri/i965_dri.so: cannot open shared object file: No such file or directory) The Mesa package includes the missing dri files, but it is not installed by default. So if libGL is pulled in the hardware drivers are installed as well. I'll keep the drivers in Mesa package and let libGL package require that one.
