Sometimes it endlessly refuses s2ram by this error message and sometimes retrying helps.

Why did you have to use those options? Can you remove them from /usr/lib/pm-utils/defaults and try again? It has always worked with them from os 11.0 times on. My request to add the options to the whitelist for my FS notebook has remained unheard. They seemed to work well with the 11.2 kernel, too. However there we currently still have some inherent instability with the latest 11.2 kernel (bug 574722 and many others). Besides this I don`t think that s2ram quirks are allowed to change at all and especially between minor kernel release numbers.
