Why did you think the package need an update for 13.1? I was a bit quick and found different versions. Please ignore.
/var/run/bacula/bacula-fd.9102.pid What does 9102 reflect in the file name? Not sure whether this is part of the LSB (Linux Standard Base) spec. Otherwise it is up to the maintainer how to name the pid file. As long as bacula does not create several pid files I would have chosen: /var/run/bacula-fd.pid
Looks like the question is:
Where is /var/run/bacula created?
Checking the .spec file, it looks like that in upgrade case it is explicitly
warned about this issue:
