Although I can switch on/off input method mozc by pressing Hankaku-Zenkaku key, the iBus panel will never appear. And I can't see the keyboard icon on the system tray anymore. This issue is reproduced both on KDE and GNOME. I can launch SCIM panel when I uninstall all the iBus related packages. So I've tried to uninstall all the SCIM/iBus related packages first and then install Ibus related pnes again, but that doesn't solve the problem. something went wrong with python-notify build process. please try downgrading python-notify to version from 11.4 and see if it helps

Are you using the GNOME 3 repositories? It sounds like an issue where some python module needs to be rebuilt against those.
I once wanted to try GNOME 3 and enabled GNOME:STABLE:3.0 repo, but since I encountered some problems, I removed GNOME 3. However, looking at the packages, several packages from that repo were still installed. So I replaced packages from the repo with that from OSS repo (or removed the packages if the alternatives aren't in OSS repo). Hmmm, both python-gobject and python-gobject2 are installed. Does this cause problems?
Yes, this is likely an issue. Please remove python-gobject2. Also, if possibly, try to reinstall all those packages from the 11.4 repo instead of d:l:python.
