What exactly should be the gain of having the other window focused in this case? Anyway, the usefulness of such feature is questionable - you could easily raise another window by mistake. As this is not SUSE-specific and I have upstream report at http://bugs.kde.org/show_bug.cgi?id=60299 , where you can follow instead, I'll close this one.
