I am unable to duplicate problem 1. Please show me the version of virt-manager you have installed (rpm -qa | grep virt-manager) and make sure your 11.4 is current with any updates to python libraries.
I see the translation bug with problem 2. It is too late to change shipping media for this.
I need more detail as to when you see the Python error as I am unable to reproduce. Do you see this error if you run 'vm-install' from the command line?

The python error for problem 2 comes from a complex file path (maybe too long)...
A simplified path should work as a work around unless it contains i18n non-ascii characters in which case it won't work and will not be fixed. (In reply to comment #2)
After research... the problem comes from the update to gnome3 ; when I rollback my gnome update virt-manager work fine.
