I have the same problem after updating from 4.4.92-31 to 4.4.103-36 (Leap42.3).

The patch added in comment 3 is not included in rpm-4.4.103-36.

It seems there is not yet a released 42.3 kernel package with patches.fixes/e1000e-Fix-e1000_check_for_copper_link_ich8lan-retur.patch. If you'd like, you can try one of the daily packages as described here: https://kernel.opensuse.org/packages/openSUSE-42.3
